Violation: Staff engaged on academic arrangements holding administrative posts in newly established GMCs

Srinagar, Nov 11:The government rules are being violated in newly established Government Medical Colleges as staff engaged on academic arrangements are being given administrative posts while deserving are being forced to work under them.

Top health officials informed the news agency Kashmir Scroll that when new medical colleges were established in J&K there was shortage of doctors and other paramedics and in order to fill gaps government decided to give retired doctors and paramedics a chance to serve on academic arrangements.

In this regard, Health and Medical Education Department issued a notification in January 2019 that is known as SRO 24 of 2019 where in it was strictly directed that retired doctors engaged on academic arrangements shouldn’t hold any administrative post at all.

“Provided also that recruitment against the posts as may be made on academic arrangement basis in any of the Health and Medical Institutions, shali and shall always be on academic arrangement only without conferment of any preferential right on the engagees for regular appointment against these posts, which shall be made strictly in accordance with the relevant recruitment rules,” reads SRO 24 of 2019.

“Staff engaged on teaching posts shall be put on teaching and Research duties and shall not be assigned any administrative duties at any level, like the positions of Principal, Head of the Department and Head of the Unit,” it reads .

But in violation of these orders, staff engaged on academic arrangements have been holding administrative posts in these medical colleges.

At GMC Anantnag, Dr Sheikh Mushtaq who was engaged on academic arrangement is holding administrative post that head of department pediatrics while the deserving candidate is associate professor Dr Showkat Hussian Tali who is being forced to work under the one engaged under academic arrangements.

Official sources told Kashmir Scroll that Dr Showkat Hussian Tali has even approached court in this regard and is waiting to get justice.

They said that due to differences between the two, patients, students and other staff also get effected.

They said that even higher ups are well aware about such issues but no positive steps are being taken in this regard.

They have sought immediate attention of Chief Secretary and Secretary Health and Medical Education in this regard so that promotion of deserving staff won’t get effected besides that staff engaged on academic arrangements won’t hold any administrative posts.

They said that if government will implement own orders, it will help in the improvement of health care facilities and patients along students won’t suffer due to such tussles.
